So Andrew Lloyd Webber will write the UKs entry this year, and the public will pick who will sing it in Moscow later in the year, will it make any difference to the outcome?

Im not sure yet, it depends if there going to pick a big name to sing it too
Years back I remember rumours that they were considering Morrissey. Now that would of won it considering his popularity in main land europe
